EXECUTIVE DIRECTOR
William "Rob" Hedger is the Executive Director of the Jersey County Emergency Telephone System and Jersey County's Consolidated Communications Center. He began his career in public safety in 1997 when he joined the Q.E.M. Fire Protection District as a volunteer firefighter. In 1999 he was hired as a police officer for the City of Grafton and in 2001, he was appointed Grafton's Chief of Police. He went on to serve as the Chief Deputy Sheriff for the Calhoun County Sheriff's Office from June 2009 until accepting the position as the Executive Director of the ETSB/Central Dispatch in August 2012. From 2005 until the time he was hired as the Executive Director, Rob served on the ETSB as a member and as the Board's Chairman.
Rob is a 1996 graduate of Jersey Community High School. He earned a Bachelor of Science Degree in Criminal Justice Administration and a Master's in Public Administration from Bellevue University in Bellevue, Nebraska. In addition to his public service duties, Rob is currently serving in the Illinois Army National Guard. He enlisted in February 1996 and attended Basic and Advanced Individual Training at Ft. McClellan, Alabama from August to December of that same year. He holds two military occupational specialties, Military Police Officer and Retention and Transition NCO. Rob was Honorably Discharged in December 2010 after serving nearly 15 years and attaining the rank of Staff Sergeant. In January 2020 Rob once again took the Oath of Enlistment and began actively serving.
Rob is a lifelong resident of Jersey County and currently resides in Grafton with his wife Racquel and their four children.
